Penca

Penca is a small city situated at the confluence of rivers Shutturga and Volaga. Population is around 5000 to 7000 people, with about 5 times more in the surrounding countryside.

The town lies between the rivers to the southeast and west and a small hill to the north, crowned with a stone citadel.

The city used to have impressive stone walls but these have been neglected for centuries. Nowadays large parts of the walls have been replaced with wood palisades, and some parts are missing altogether.

The city is nominally self-governing with decision power at the hands of the council of guildmasters. However the local imperial vice-governors have been using the citadel as their base for several decades now. Depending on the vice-governor, the city status has sometimes been little more than theoretical.
